Decision by majority of votes

If there is any difference of opinion amongst the member of the Board or of the District Board regarding any question, the decision of the majority of members present and votes shall prevail and in case of equality of votes, the Chairman of the Board or the District Board, as the case may be, shall have a casting vote.
