Amendment of section 28

15. In section 28 of the principal Act,-

1. (i) in sub-section (2), for the words "Government and any expenditure incurred in connection with such audit shall be payable by the Institute to the Government", the words "Governing Council" shall be substituted.
2. (ii) in sub-section (4), for the word "Government", wherever it occurs, the words "Governing Council" shall be substituted.
