14. In section 23 of the principal Act,-
- (i) the clauses (c), and
- (e) shall be omitted.
- (ii) in clause (d), for the words "The Secretary to Government, Finance and Planning (Finance Wing) Department or his nominee", the words "The FA & CAO or his nominee" shall be substituted.
