  1. (a) any vacancy in, or any defect in the constitution of, the State Authority; or
  2. (b) any defect in the appointment of a person acting as a chairperson or member of the State Authority; or
  3. (c) any irregularity in the procedure of the State Authority not affecting the merits of the case.
