Application.

Save as provided under this Act, it applies to the owner of every specified dam, —

1. (a) being a public sector undertaking or institution or a body owned or controlled by the Central Government or a State Government or jointly by one or more Governments, as the case may be; and
2. (b) being an undertaking or company or institution or a body other than those owned or controlled by the State Government or the Central Government, as the case may be.
