Prosecution in certain offences not to be compulsory.

It shall not be incumbent on the Commissioner City Police, Hyderabad or any Assistant Commissioner of Police specially authorised in writing in this behalf by the Commissioner of City Police, Hyderabad, to prosecute any person for offences punishable under sub-section (3) of section 10 or section 64, 65, 68 or 75 unless the Government has made an order or prescribed a rule in this behalf or such offences have occasioned serious loss.
