Auctions.

The Board shall have the power to hold auctions and to enter into contracts pertaining to such auctions: Provided that when the period of such contract exceeds one year but does not exceed three years, the sanction of the Secretary, Local Government Department and when it exceeds three years, the sanction of the Government shall be obtained.
