Validation.

All acts done or proceedings taken by any officer or authority under the 1998 Act and the rules made thereunder immediately before the 23rd day of August 2000, which are not inconsistent with the relevant provisions of the repealed Acts and the rules, etc., revived by section 3, shall, for all purposes, be deemed to be and to have always been validly done or taken in accordance with the provisions of the repealed Acts and the rules, etc., revived by section 3 as if the said repealed Acts and rules, etc. had been in force at all material times, when such acts or proceedings were done or taken.
