The Finance Committee
The Tamil Nadu Medical University Act, 1987(1) The Finance C'omnlittee shall consist of the following members, namely :- (a) the Vice-Chancellor ; (b) the Secretary to Government, in-charge of Finance ; (c) the Secretarj to Government, in-chage of Health and Fagily Welfare ; and (d) three members nonlinated by the ~overnini Council from among its members. (2) If for any reasons. the member referred to in clause (I.) or clause (c) of sub-section(lJ, is unable to attend any inecting of the Finance Committee, he may depute any officer of his 'Department coilccs~~~d tlot llower in rank than that of Denuty Secretary to Government to attend such meeting. The officer so deputed shall have the right to take part in the discussions of the Finance Committee and sl~all have the right to Vote. (3) The Vice-Chancellor shall be the ex-oficio Chairman and the Finance Officer shall be the ex-qficio Secretary of the Finance Com- b mittee. (4) The members noainated by the Governing Council under clause (d) of sub-section (I), shall hold office for a period of three years. (5) The annua; accounts of the University prepared by the Finance Officer shall be laid before the Finance Committee for consideration and comments and thereafter submitted to the Governing Council for approval. (6) The annual financial estimates of the University shall be laid before the Finance Committee for consideration and comments. The said estinlntes, as modified by the Finance Committee, shall then laid before the Governing Council for consideration. The Governing Couilcil may approve the financial estimates with such n~odifications as it dccms fit. (7) The Rnancc Committee shall- (u.) meet at least ofice in three rnontlls to examine the accounts and to scrutinisc proposals for expenditure ; (b) review thc financial position of the University from time to 1 time ; (c) make rccolnmcndation to the Governing Council on every proposal involving invcst mcnt or cxpcnditure for wllich no proVision, has been made in thc a111lua1 finallcia1 estimates or wlzicl~ involves expendi- ture in excess ofthe amount provided for in the annual financial estimates; (il) prescribe thc methods and procedure and forms for niain- taining the accounts of the University and Colleges ; (e) make recon~rnendation to the Governing Council on ali matters relating to the finances of the Univcrsity; and (f) perforin such other ftinctions as may be prescribed by the statutes.
