Appointment of Special Officer as Secretary to the Board

Notwithstanding anything contained in the principal Act, the Special Officer shall be deemed to have been duly appointed under sub-section (1) of section 21 of the principal Act as the Secretary to the Board for the period commencing on the 24th May 1971 and ending with the 11th July 1971.
