Emergency powers of the Director

(1) If, at anytime, it appears to the Director that the Manager of any educational institution has committed default in performing any function relating to maintenance and administration of the educational institution entrusted to him, he may, by order in writing fix a period for the performance of such functions. (2) If the Manager fails to perform the function within such period so fixed, the Director may appoint any officer subordinate to him to perform the function on behalf of the Manager and recover the costs incurred, if any, from the said institution or from the grant-in-aid payable to the institution.
