Powers and duties of the University
The Rajasthan Ayurved University Act, 2002Subject to such conditions as may be prescribed by or under the provisions of this Act, the University shall have the following powers and shall perform the following duties:- (1) to provide education, teaching, training in such branches of the Indian System of Medicine as it may deem fit, to make provision for research and the advancement and dissemination of knowledge of the said system and to promote and encourage the knowledge of the Indian System of Medicine according to its original concept; (2) to make such provisions as may enable affiliated colleges, recognised institutions and approved institutions to undertake specialization in studies; (3) to establish and maintain general medicine manufacturing laboratories, medicine testing laboratories, libraries, museums, dispensaries and other equipment for teaching and research; (4) to establish, maintain, run, manage and supervise colleges, affiliated colleges, departments, research or specialized study centres and institutes; (5) to establish posts of Professor, Reader, Lecturer and any other post of teachers as required by the University; (6) to appoint or recognize persons as Professors, Readers, Lecturers of the University or otherwise as teachers; (7) to prescribe courses of study or instructions for various examinations; (8) to provide guidance for teaching in colleges, university-departments, university centres or recognised and approved institutions; (9) to institute degrees, diplomas and other academic distinctions; (10) to hold examinations and to award degrees, diplomas and other academic distinctions to persons who - (a) have studied according to the approved courses of study in the University or in an affiliated college, unless exempted by the Statutes, Ordinances and Rules in the prescribed manner and have passed the examinations prescribed by the University; or (b) have carried out research under conditions prescribed by the Ordinances or Rules; (11) to award honorary degrees or other academic distinctions in the manner prescribed by the Statutes; (12) to grant such diplomas to persons who are not enrolled students of the University and to provide for such lectures, teaching and training as may be determined by the Statutes, Ordinances and Rules; (13) to confer privileges of the University on academic institutions and to withdraw such privileges; (14) to inspect colleges, recognised institutions and approved institutions and to take measures to ensure that proper standards of education, teaching, training are maintained in them and that adequate provision for library and laboratory has been made therein; (15) to control and coordinate the activities of affiliated colleges, approved institutions and recognised institutions and to provide them financial assistance; (16) to hold and manage trusts and to institute and award fellowships, traveling fellowships, scholarships, studentships, medals and prizes; (17) to fix, demand and receive or recover such fees and other charges as may be prescribed by the Ordinances; (18) to establish, maintain and manage hostels; (19) to recognize hostels not maintained by the University, to inspect such hostels and to withdraw recognition from them; (20) to coordinate, supervise, regulate and control the residence, conduct and discipline of the students of the University and to make arrangements for promoting their health and general welfare; (21) to coordinate, supervise, regulate and control the conduct of teaching and research work of University centres, affiliated colleges and institutions recognized or approved by the University; (22) to establish and manage the following - (a) a publications department, (b) a medicine manufacturing department, (c) a botanical garden, (d) a research centre, and (e) an information, education and communication bureau; (23) to make provision for - (a) extra-mural teaching and other recognized activities, (b) physical education, National Cadet Corps and National Social Services, (c) students unions, and (d) sports and exercise activities; (24) to cooperate with other universities and authorities in such manner and for such purposes as the University may determine; (25) to invite research scholars, students, professors, Vaidyas, medical professionals and other persons interested in the Indian System of Medicine to deliver lectures, to give instruction or otherwise assist in the study of the Indian System of Medicine and to determine their pay, honorarium and other expenses payable to them; (26) to collect, edit or publish manuscripts, books, periodicals, pamphlets and papers on the subject of the Indian System of Medicine and to establish workshops and open printing presses for the purpose; (27) to conduct survey and research work in medicine, pharmacopoeia, Panchakarma, Unani, Naturopathy, Homoeopathy, Siddha, Yoga, toxicology and the Indian System of Medicine or to assist in the same; (28) to appoint or recognize persons working in any other university or other organizations as assistant professors, assistant readers, assistant lecturers, guest professors of the University for specified periods; (29) to receive funds for cooperation programmes from foreign agencies, universities, institutions etc., subject to the rules and regulations of the Central and State Government; (30) to provide for periodic assessment of the work of the teachers and non-teaching staff of the colleges or institutions and the University; (31) to receive grants, subscriptions and donations for the purpose consistent with the purpose for which the University has been established; (32) to do all such acts and things as may be required to further the objects of the University whether as incidental to the above powers or not, and generally to develop and promote the Indian System of Medicine along with its other branches of knowledge.
