Application.

This Act shall not apply- (a) to the essential commodities specified in the Schedule to the Essential Commodities Act, 1955 (Central Act No. 10 of 1955); (b) to the products of any industry where the control of such industry by the Union is declared by Parliament by law to be expedient in the public interest, and imported goods of the same kind as such products; (c) to the products of any industry declared by Parliament by law to be necessary for the purpose of defence or for the prosecution of war; (d) to goods the regulation and control of which in the matter of manufacture, sale, supply and distribution has been empowered to be made by Parliament by law on the basis of the entries in List I of the Seventh Schedule to the Constitution.
