Decrease in number of members of family not to affect ceiling area

Notwithstanding anything contained in this Act, the extent of ceiling area which a family is entitled to hold under the provisions of this Act, immediately after the date of publication of the final statement under section 11 or section 13, shall not be reduced by reason only of any decrease after the said date in the number of members of such family.
