The Lushai Hills District (Village Councils)(Amendment) Act, 2014
This Act amends the governance framework for local village councils in Mizoram, India. It applies to rural residents, village council members, local administrators, and state election authorities. The law introduces mandatory reserved seats for women in village councils based on household size, establishes five-year elected terms, and places election oversight under the State Election Commission. It formalizes the Gram Sabha as a citizen assembly responsible for approving development plans and safeguarding community assets. By empowering councils to collect taxes, manage local development, conduct social audits, and handle disaster relief, the legislation strengthens grassroots democracy, gender representation, and administrative accountability in rural communities.
