Selection Committee
The Manipur University of Culture Act, 2015(1) There shall be Selection Committee for making recommendations to the Executive Council for appointment to the posts of Professor, Associate Professor, Assistant Professor, Registrar, Finance officer and Librarian by the University. (2) The Selection Committee for appointment to the posts specified in column 1 of the Table below shall consist of the Vice-Chancellor, a nominee of the Chancellor and the persons specified in the corresponding entry in column 2 of the said Table:
Table 1: Professor; 2: (i) The Dean of the School. (ii) The Head of the Department. (iii) Three persons not in the service of the University, nominated by the Executive Council, out of a penel of names recommended by the Academic Council for their special knowledge of, or interest in, the subject with which the Professor will be concerned. 1: Associate Professor/Assistant Professor; 2: (i) The Head of Department. (ii) One Professor nominated by the Vice-Chancellor. (iii) Two persons not in the service of the University, nominated by the Executive Council, out of a panel of names recommended by the Academic Council for their special knowledge of or interest in, the subject with which the Associate professor/Assistant Professor will be concerned. 1: Registrar/Finance officer; 2: (i) Two members of the Executive Council nominated by it. (ii) One person not in the service of the University nominated by the Executive Council. 1: Librarian; 2: (i) Two persons not in the service of the University who have special knowledge of Explanation 1-Where the appointment is being made for an inter-disciplinary project, the head of the project shall be deemed to be the Head of the Department concerned. Explanation 2-The Professor to be nominated by the Vice-Chancellor shall be a Professor concerned with the spatiality for which the selection is being made and the Vice-Chancellor shall consult the Head of the Department and the Dean of the School before nominating the Professor. Explanation 3-The procedure to be followed by a Selection Committee in making recommendations shall be laid down in the ordinances. Explanation 4-If the Executive Council purposes to make an appointment otherwise than in the order of merit arranged by the Selection Committee in the post of Professor, Associate Professor, Assistant Professor or Lecturer, it shall record its reasons in writing and submit them to the Chancellor who may approve the proposal or return it to the Executive Council for reconsideration. After reconsideration the Executive Council desire to peruse its original proposal, it shall refer the matter again to the Chancellor for his decision which shall be final. Explanation 5-If the Selection Committee recommends to the Executive Council the name of one person only and that person is not acceptable to the Executive Council, the Executive Council shall record its reason in writing for not accepting the recommendation and direct the registrar to advertise the vacancy again and convene meeting of the Selection Committee for making fresh recommendations. Explanation 6-Where an appointment is to be made to a temporary vacancy in the post of a teacher of the University, the appointment shall be made, if the vacancy is for a period of one and a half years or more, on the recommendation of Selection Committee in accordance with the provisions of preceeding sub-sections and no ad-hoc appointment shall be made by the Executive Council.
