Provision for inviting Government or local authority officers to assist or advise

The Procurement Authority or the Executive Committee may invite any officer of the Government or the local authority or any other person as it deems fit to attend its meeting or meetings as a special invitee for the purpose of assisting or advising it on any matter or matters, connected with the objectives and functions of the Procurement Authority, but he shall have no right to vote.
