Power to affix shaft, etc., for ventilation of sewer or cess-pool

The Authority may for the purpose of ventilating any sewer or cess-pool whether vested in the Authority or not erect upon any premises or affix to the outside of any building or to any tree any shaft or pipes as may appear to it to be necessary.
