Action not invalidated merely on the grounds of defect in constitution, vacancy and other

(1) Notwithstanding that the Executive Council, the Academic Council or any other authority or body of the University is not duly constituted or there is a defect in its constitution or reconstitution at any time and notwithstanding that there is a vacancy in the membership of any such authority or body no act or rule or proceedings of such authority or body shall be invalidated on any such ground or grounds.
