First charge on Municipal Fund

A municipality may, having regard to the satisfactory performance of its core functions which shall constitute the first charge on the Municipal Fund, and subject to its managerial, technical and financial capabilities, undertake or perform, or promote the performance of any of the general functions or sector-wise functions referred in section 70.
