Small quantities of cosmetics the import of which is otherwise prohibited under section 10 of the Act, may be imported for personal use subject to the following conditions: — (i) The cosmetics shall form part of a passenger’s baggage and shall be the property of and intended for, the bona fide use of the passenger; and (ii) The cosmetics shall be declared to the Customs authorities, if they so direct.
