This Act abolished big landed estates in Jammu and Kashmir. Proprietors lost ownership of land above the permitted limit, and that land was transferred to the tillers who cultivated it. The Act deals with land that has no tillers, disputes over the description of land, and land that was mortgaged or leased out. The Collector can decide the equities between parties and eject mortgagees.
