  1. (1) A Civil Court shall not have jurisdiction in any matter which the Council or a revenue officer is empowered to dispose of under this Act.
  2. (2) No Civil Court shall take cognizance of the manner in which the Council or any revenue officer exercises any power vested in him by or under this Act.
