(1)Every Special Area Development Authority may appoint officers and servants as may be necessary and proper for the efficient discharge of its duties. Provided that no post shall be created save with the prior sanction of the State Government. (2) The State Government may make rules in respect of recruitment, qualification, appointment, scale of pay, leave allowance and other conditions of service of the officers and servants appointed under sub-section (1).
