Insertion of new section 21

After section 20 of the principal Act, the following new section shall be inserted, namely :— "21. Cognizance of offences.—No court inferior to that of a magistrate of the first class shall try any offence under this Act, nor shall cognizance of any such offence be taken except on a complaint in writing by the Registrar or any person authorised by him in writing in this behalf."
