Vacancy not to invalidate proceedings

No act done, or proceeding taken, under this Act by any authority or other body of the University shall be invalid merely on the ground of any: (a) vacancy or defect in the constitution of the authority or body; or (b) defect or irregularity in election, nomination or appointment of a person acting as a member thereof; or (c) defect or irregularity in such act or proceeding, not affecting the merits of the case. Approval, recognition to a teacher may be withdrawn by the Executive Council if— (a) if the teacher fails to perform duties in accordance with the manner laid down by the Ordinances; or (b) if sufficient evidence is laid before the Executive Council that the teacher has committed an act which in their opinion is a serious offence, the Executive Council may withdraw approval, recognition of the teacher.
