Provided that before any order is made under this section, the Government shall afford any person likely to be affected adversely by such order, an opportunity of being heard.

Powers to remove difficulties

1. (1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by an order published in the Official Gazette, make such provisions not inconsistent with the provisions of this Act, as appears to it necessary or expedient for removing the difficulty: Provided that no such order shall be made after the expiry of three years from the commencement of this Act.
2. (2) Every order made under this section shall be laid, as soon as may be after it is issued, before the State Legislature.
