Chapter IX TRANSITORY PROVISIONS

"Appointment of first Vice-Chancellor."

1. (1) Notwithstanding anything contained in section 12, the first Vice-Chancellor shall be appointed by the State Government as soon as practicable after the passing of this Act for a period not exceeding three years on such terms and conditions as the State Government thinks fit.

"Appointment of first Registrar."

1. (1) Notwithstanding anything contained in section 15, the first Registrar shall be appointed by the State Government as soon as practicable after the passing of this Act for a period not exceeding three years on such terms and conditions as the State Government thinks fit.

"Transitory powers of first Vice-Chancellor."

1. (1) The first Vice-Chancellor shall, in addition to the powers and duties conferred upon him by this Act, exercise such powers and perform such duties as may be necessary in order to give effect to the provisions of this Act and to establish the University in such time as he may deem necessary.
2. (2) The first Vice-Chancellor shall, with the approval of the State Government, make the first Statutes, the first Ordinances and the first Regulations and shall for that purpose act as a member of the General Council, the Executive Council and the Academic Council, till such time as the first authorities are constituted under this Act.

"Extra ordinary powers of first Vice-Chancellor."

1. (1) The first Vice-Chancellor appointed under section 43 shall have powers to constitute such committees and to involve such experts as he may deem necessary, to ensure the establishment of the University and discharge the functions of the University.
2. (2) The first Vice-Chancellor shall act as the Registrar till the first Registrar is appointed under section 44.

"First appointment of officers of University."

1. (1) Notwithstanding anything contained in this Act, the first appointment of the officers other than the Vice-Chancellor and the Registrar shall be made by the State Government or by the first Vice-Chancellor with the prior approval of the State Government.
