Powers of the Special Officer to arrest offender against Act, etc.— Any Special Officer who sees a person committing a [contravention] against any of the provisions of this Act may arrest such person. Any person so arrested shall be handed over to the officer-in-charge of the nearest police station as expeditiously as possible.
