Notice of removal of name of establishment from directory.- Before removing the name of an establishment from the directory under section 10, the prescribed authority shall give notice to the owner in the manner and form prescribed, stating the ground on which it proposes to take action, giving him a reasonable opportunity of showing cause against it.
