I There shall be constituted in each district a Disu:ift Planning Committee, to consolidate the plans prepared by the Pa~chayats '; nd Munic ipalities in7tre' district and to prepare a draft development plan fo r the district as a whole and to exercise such other powers as may be c.:ntrus ted to it by the State Go~ernment from time to time .
