Temporary appointment of officers and Constitution of Committees

Notwithstanding anything in this Act, and until such time as the authorities are duly constituted, the Vice-Chancellor may appoint any officer or constitute any Committee temporarily to exercise, perform and discharge all or any of the powers, functions and duties of such Authorities under the Act.
