Crucially, the law prohibits any new slum settlements or encroachments formed after March 11, 2016, imposing six months of imprisonment and daily fines on anyone who illegally occupies land or helps others settle. By granting the state government powers to make rehabilitation rules while heavily penalizing new illegal settlements, the Act aims to balance humanitarian housing support with strict control over urban land encroachment.
