Power to remove difficulties

(1) If any difficulty ai.ises regar(ling the establishment of Phonics lhivei.sity, Roorkee or Ethics Uhivei.sity, Pauri Garhwal or The University of Noi.th West liimalayas, Dehradun oi. Shree Om University, Roorkee, then the State Government may, by ordei. published in the Offici`al Gazette, make such provisions, not inconsistent with the provisions of this Act, as appear to it to be necessary or expedient for removing the difficulty : Provided that no such order shall be made after expiry of three yeai.s from the date of commencement of tlris Act. (2) Every order made under sub-section (1) shall be laid before the State Assembly as soon as after it is made.
