Bare Act
Himgiri Nabh Vishwvidyalay (University in the Sky) Act, 2003
This legislation establishes a self-financing private university in Uttaranchal sponsored by the TALEEM Research Foundation, focusing on distance education and modern technology. It applies directly to the university administration, officers, teachers, governing boards, and enrolled students. The law regulates internal governance, degree programs, and academic standards, while setting financial rules such as a mandatory permanent endowment fund to operate without state funding. It matters because it creates a valid legal foundation for the university to operate, grant recognized degrees, expand higher education access through remote learning, and maintain regulatory accountability under state oversight.
