Appeal to the Council from decision of the Registrar.

If any person is dissatisfied with any decision of the Registrar refusing to enter his qualification under section 25 in the Register, he may, at any time within three months from the date of such decision, appeal to the Council in the prescribed manner and the decision of the Council shall be final.
