(1) Sections 3 and 4 and so much of section 6 and of sections 10 to 12 as they relate to the contravention of the said section 3 shall apply to every person using groundwater in the scheduled area for agricultural purposes immediately before the date of commencement of this Act and to the competent authority.
(2) Save as otherwise provided in sub-section
(1) nothing contained in this Act shall apply to any person using groundwater in the scheduled area for agricultural purposes immediately before the date of commencement of this Act.
