Meetings of Council

No business shall be transacted at a meeting of the Council unless at least *[three] members are present. All guestions other than questions of order, which may come before the Council shall be decided in accordance with the votes of the majority of the members present and vot- ing at the meeting. In the case of an equality of votes the member presiding at the meeting shall have a casting vote. Questions of order shall be decided by the member presiding at the meeting.
