Appeal

Any person aggrieved by any order made by the Commissioner under section 11, 14, 17 or 23 may prefer an appeal to the Government within thirty days of the date of communication of such order:

Provided that the Government shall, before deciding an appeal under this section, give the parties concerned a reasonable opportunity of being heard.
