Common expenses to be a first charge

All sums assessed by the Association of apartment owners as the share of the common expenses chargeable in respect of any apartment shall constitute a charge on such apartment and shall have priority over all other charges, except charges, if any, on the apartment for payment of Government and Municipal rates and taxes and all sums unpaid on a first mortgage of the apartment.
