Suo motu action by the competent authority

1. (1) Where the sole owners of a property fail to submit the declaration or the bye-laws, the competent authority shall, in the prescribed manner, take such action as he may deem necessary for submission of the declaration and bye-laws by the owner or owners of the property : Provided that no order shall be passed under this sub-section without giving the parties concerned, the reasonable opportunity of being heard.
2. (2) Any person aggrieved by an order of the competent authority under sub-section
3. (1) may, within thirty days from the date of communication of the order to him, prefer an appeal before the State Government and the decision of the State Government made thereon shall be final.
