Actions not to be invalidated

No act or proceeding of the Board or of a Committee appointed by the Board shall be invalidated merely on the ground of—

1. (a) the existence of a vacancy or any defect in the constitution of the Board or a Committee thereof ;
2. (b) any defect or irregularity in the appointment of a person as a Member of the Board or of a Committee thereof ;
3. (c) any defect or irregularity in such act or proceeding not affecting the substance.
