This Act amends the Nagaland Road Safety Authority Act of 2013 to strengthen road safety measures in the state. It updates the composition of the Authority by adding new officials and changing the Secretary role to the Transport Commissioner. The legislation introduces new financial provisions, including a one-time cess of 3 percent on non-transport vehicles and annual road safety cesses for transport vehicles ranging from 2 to 10 percent based on vehicle type and seating capacity. It also clarifies the management of the Road Safety Fund and extends the law to the entire state of Nagaland.
