Court Competent to try offence under this Act and take cognizance of offences

(1) No Court other than the Court of a magistrate of the First Class shall tale cognizance of or try an offence under this Act. (2) No Court shall take cognizance of any under this Act except on complaint in writing or an officer not below the rank of a sub-Inspector of Police.
