The Mizoram Municipalities (Fourth Amendment) Act, 2015
The Mizoram Municipalities (Fourth Amendment) Act, 2015 updates the governance structure of municipal bodies across Mizoram. It clearly separates political leadership from administrative execution within local urban governments. The law establishes the Chief Executive Officer as the administrative head of a municipality (and Municipal Commissioner in a Municipal Corporation) responsible for day-to-day administrative execution, staff supervision, and employment conditions. Meanwhile, it cements the Chairman as the political and executive head who presides over council meetings and approves policy decisions. For ordinary citizens, this Act clarifies who holds administrative authority for urban public services, civic works, and local policy implementation.
