Custody of Contingency Fund and withdrawals therefrom

The Contingency Fund of Meghalaya shall be held on behalf the Governor by the Secretary to the Government of Meghalaya in the Finance Department and no advance shall be made out of such fund except for the purpose of meeting unforeseen expenditure pending authorisation of such expenditure by the Legislature of Meghalaya under appropriations made by law.
