Act and proceedings of the Council not to be invalid

No. Act or proceedings of the Council shall be invalid merely by reasons of any-

1. (a) vacancy or defect in the constitution thereof; or
2. (b) defect in the election, nomination or appointment of any member; or
3. (c) Irregularity in the procedure of dealing with any matter but not affecting its merit.
