Power to make rules. - (1) The State Government may, by notification in the

Official Gazette, make rules for carrying out the provisions of this Act.

1. (2) In particular, and without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matters, namely, -
   • (a) salaries and allowances payable to, and the other terms and conditions of service and facilities of the Chairperson and Members under sub- section (5) of section 4 and of the officers and other employees under sub-section (3) of section 5;
   • (b) any other matter under clause (f) of sub-section (3) ofsection 9; | | .
   • (c) the form in which the Annual Budget Estimate of the Commission shall be forwarded to the State Government under sub-section (2) of section 10;
   • (d) the form in which the Annual Statement of Accounts shall be maintained under sub-section (1) of section 11;
   • (e) the form in, and the time at, which the Annual Report shall be prepared under section 12;
   • (f) any other matter which is required to be, or may be prescribed.
2. (3) Every rule made under this section shall be laid, as soon as may be, after it is made, before the State Legislative Assembly while it is in session, fora total period of thirty days which may be comprised in one or more successive sessions, and if, before the expiry of the period immediately followings the session or the successive sessions aforesaid, the House agree in making any modification in the rule or that the rule should not be made, the rules shall thereafter have effect only in such modified form or be ofno effect as the case may be, so however, that any such modification or amendment shall be without prejudice to the validity of anything previously done under that rule.
