The full stop "." at the end of section 15 of the principal Act, a colon ":" shall be substituted and thereafter the following proviso shall be inserted, namely:- "Provided that in the event of failure of Administrative Head of Department to comply with the provisions of this Act, he will be liable for disciplinary proceedings against him as per service rules applicable."
