Exercise of powers delegated by the Council to Committees

All matters relating to exercise of powers conferred upon the Council by this Act which are by regulations delegated to any committee appointed under section 22 shall stand referred to that committee, and the Council before exercising such powers shall receive and consider the report or recommendation of the committee with respect to the matter in question.
